CSS file error

Hi,
Had no problem creating a new form, however, I'm getting the following error when inserting CSS from one of the available color schemes:
Warning: file_get_contents(./data/form_1/css/view.css) [function.file-get-contents]: failed to open stream: No such file or directory in D:\Hosting\4845572\html\machform\edit_css.php on line 51
and
An error occured while saving
Unable to write into CSS file. Please check your file permission.I made sure my data folder was set to read/write (using windows hosting account with Go Daddy).
I read in a couple threads about PHP in safe mode. How/where do I change that if that is the possible cause.
Please advise ASAP and thanks!

How did you set the permission of your "data" folder? Using FTP?
If you are using GoDaddy, I believe you need to set the permission by using their File Manager, which is accesible from your account control panel.
After setting the permission, try to create a new form and modify the CSS.
