[Feature Request]: Add Convenience/Transaction Fee field to payment options

I do quite a bit of work with cities, and there are laws/statutes around credit card transaction fees when governmental units accept them as payment. It's rather complicated, but there are times when the city can absorb the fee (like businesses do), and there are times when they can't (it has to do with the product/service that is being offered).
I would like to see an additional option on the payment setting page, much like there is an option to add sales tax. This new field (transaction fee) needs to have the ability to charge a percent and a per transaction fee (for example, 2.9% + .30).
It would be super cool if we could also provide the label for it as well.

i'm also in favor of this i've been pulling my hair out trying to figure out how to add a credit card transaction fee.
