Sending email to flat file of email addresses

How can I have the form email automaticly send to a list of addresses in a flat file? I would like to use this for my Meetup group and add more email addresses to a CSV file on the web server and when an email is submitted the contents would be sent to everyone on in the CSV file.
The email addresses would be listed one after another in the CSV file or seperated bt a comma or some other seperator as required.
