    The rule that prevents someone from filling the form twice uses an IP address to limit submissions. Many of my users would have the same ISP gateway (IP address). Is it possible to limit submissions by e-mail address rather than an IP address.

    Sure, you can do that by enabling the No Duplicates rule for your email field.

    So you need to disable the Limit One Entry Per User and then enable the No Duplicate rule for your email field.
